About Us
Beaver Municipal Solutions is proposing to transition to Claystone Waste Ltd. Learn more about our new proposed name, our history, mandate and vision, and our landfill site below.
We often get confused with Beaver County
We often get confused with Beaver County but we’re our own entity that provides services to all the towns and villages in our region. Rebranding to Claystone Waste will reduce confusion and signifies that a new chapter is beginning for the landfill. Claystone was selected because of its tie to the geology of the landfill site which is comprised of clastic sedimentary rock commonly referred to as claystone.
Our History
Since 1992, the Beaver Regional Waste Management Services Commission, also known as Beaver Municipal Solutions, has been providing waste management services to the residents and businesses of its shareholder municipalities which include Beaver County, the Village of Holden, the Village of Ryley, the Town of Tofield and the Town of Viking, as well as customers located outside of Beaver County.
As the size and complexity of our operations has grown so has our commitment to our municipal shareholders and their residents. Last year, Beaver Municipal Solutions provided $2 million in municipal dividends to the communities of Beaver County, the Village of Holden, the Village of Ryley, the Town of Tofield and the Town of Viking representing a contribution back of more than $200 per resident in our region.
In recent years, the Beaver Municipal Solutions Board of Directors and the municipal shareholders have been studying the need to transition from a regional services commission to a new corporate structure of a municipally owned corporation. This is because Beaver Municipal Solutions has outgrown the regional services commission model and it no longer serves the interests of the municipal shareholders or residents in the community.
Under Alberta law, regional services commissions are not intended to provide dividends back to member municipalities, but municipally controlled corporations are. In order to protect and grow community benefits to residents, promote municipal sustainability, and enable future waste management operations to be conducted in a more flexible manner, Beaver Municipal Solutions and its shareholding municipalities are now formally proposing to transition to a municipally controlled corporation called Claystone Waste.
Under the proposal to transition from Beaver Municipal Solutions to Claystone Waste, our commitment and vision to make life better for the people in the communities that we serve does not change.
We’re proud to support the Beaver County region. We’re excited for the future and to explore more ways to contribute to our community and provide economic benefits back to the people of our member municipalities.

Our Mandate and Vision
While our name and corporate structure may change, our mandate to provide waste management services to the residents and businesses of our region and our vision to make life better for those who live in our community will not.
We remain committed to being a leader in environmentally-sound waste management practices, to provide tangible economic benefits to our shareholder communities, and to promote opportunities for local and regional training and employment.
Our Site
Our site is a Sanitary Class II Landfill located near Ryley and accepts municipal solid waste from Edmonton and surrounding municipalities in the capital region, as well as significant volumes of class 2, non-hazardous industrial wastes. The facility is one of the largest in Western Canada, and can provide advanced waste treatment, recycling and remediation technologies to municipal and industrial customers.
Our site has desirable features, such as an impermeable claystone soil that enables the safe and effective disposal of waste, while protecting the local groundwater and surrounding environment. We are a modern landfill that is integrated with other activities including a collection site for waste oil and lubricants, tires, white goods, discarded electronics and other recyclable materials.
Our location close to major transportation and population centres, and the ideal geotechnical characteristics of our area soils, provide our customers with leading environmental waste disposal services.
We are planning to construct a new administrative building at our site in Ryley. This new building will improve customer service and day to day operations of the landfill site
