Revenue to Support Local Priorities

The proposal to transition Beaver Municipal Solutions to Claystone Waste is not only meant to protect the dividends that flow to member municipalities, but to grow them, providing more revenue to support local priorities.

Municipal Benefits

Beaver Municipal Solutions is owned by Beaver County, the Town of Tofield, Town of Viking, the Village of Ryley and the Village of Holden. Every year that Beaver Municipal Solutions operates and succeeds, these municipalities benefit with more revenue to support their residents. In 2018, Beaver Municipal Solutions provided $2 million in dividends to its owner municipalities, a figure that works out to more than $200 per person. The added municipal revenue from these dividends is used across the region to support infrastructure, community programming, and other priorities of member councils that would otherwise have to be funded by tax dollars.

The proposal to transition Beaver Municipal Solutions to Claystone Waste is not only meant to protect the dividends that flow to member municipalities, but to grow them, providing more revenue to support local priorities. The Claystone Waste business plan proposes to grow municipal dividends by over 40% by 2022 to $3.5 million. These additional revenues will help ensure member municipalities have the funding they need to build infrastructure, deliver services, and support community programming across the region.

Resident Benefits

Beaver Municipal Solutions provides residents and businesses with below-cost garbage pick-up and waste services that are 66% less than market rate. There are no changes to rates planned under the proposal to transition to Claystone Waste for residential and local businesses. In fact, Claystone will actively explore ways to improve services for residents and see what more we can do to help make the Beaver County region an even better place to live.

Rate stability and service continuity are guaranteed under the Municipal Member Service Charter.

Community Grants and Programming

Every year that we operate and succeed, our community benefits with more revenue to support residents. In addition to $2 million provided to municipal members in 2018, $86,000 was distributed to 49 local community groups and organizations. These funds provide welcome financial support to local community groups including Family and Community Support Services, the Royal Canadian Legion, the Holden Seniors Club, Viking Agriculture Society, Tofield and Area Health Service Foundation among many others.

For instance, we’re in the planning phase of developing a new community park outside of Ryley that our can be used to host local events, festivals or as just a place to gather as a family.
