Governance

Beaver Municipal Solutions is committed to transparency in its actions and in its reporting, and adhering to the best in public authority governance practices. Board meetings are open to the public, and are advertised in advance. When required, in-camera closed door discussions are held in accordance with the Alberta Freedom of Information and Protection of Privacy Act. Board meeting minutes are posted on this website upon approval (typically at the following Board meeting).

The approved annual budget, audited financial statements, strategic plan and quarterly interim financial statements for the current operating year are available for viewing on this website. Beaver Municipal Solutions fiscal year-end is December 31.

Board of Directors

Brian Ducherer, Chairman

Chairman Ducherer previously held the position of Vice Chairman of BMS since October 2013. Brian is a Councillor in the Village of Ryley and is in his third term on Council. Brian retired from the Railroad after 37 years, of which 32 was in management at various levels, including a senior manager for 450 employees and a 28 million dollar budget. Brian now works in construction for Innovate Building Systems in Vegreville. Brian is an avid volunteer in the Village of Ryley and also a volunteer at the Edmonton Folk Festival. Brian has three daughters and four grandchildren.

Harold Conquest, B.Ed., B.Sc.
Vice-Chairman

Director Conquest is a Councillor for the Town of Tofield, and the Chair of the Beaver Foundation (Seniors Housing). This is his fifth term on Town Council. Harold is a retired school teacher. He is married with two children and four grandchildren.

Jason Ritchie, Director

Director Ritchie is Mayor of the Town of Viking. In addition to representing Viking on the board of Beaver Municipal Solutions, Jason is working with others in the community to form the Viking Business and Economic Development Association. Jason graduated with a Management Studies Diploma from MacEwan University, and a Bachelor of Business Administration from the University of British Columbia. Jason, along with his wife, has owned and operated Ritchie’s Painting since 2007. He is looking forward to serving his second term for the Town of Viking and director for BMS.

Kevin Smook, Director

Director Smook was first elected to office in 2013, elected as Reeve by Beaver County Council – October 16, 2014 and held the position for the balance of the term. He graduated from Mount Royal College in 1986 with a Broadcasting Journalism Diploma, which lead to his broadcasting and business background. Kevin opened Home-Time Realty in 1999 and continues to work as a Realtor. His community activities include: member of the Tofield Lions Club, Tofield & District Chamber of Commerce, Tofield Agricultural Society and the Tofield Satellites Hockey Club. Kevin and his wife Sheila, have raised four children.

General Manager

Pierre Breau, P. Eng., ICD.D

Pierre is a registered professional engineer with over 35 years experience in the municipal and private sector. Pierre has overseen the design, construction and operations management of  public works infrastructure including national and provincial award-winning solid waste management and wastewater management facilities. Pierre received his Bachelor of Engineering (Civil) from McGill University, Montreal, and is registered with the Association of Professional Engineers and Geoscientists of Alberta. Pierre is also a holder of the Institute of Corporate Directors Director designation. Pierre joined Beaver Municipal Solutions as General Manager in 2011.
